Before the U.S. Environmental Protection Agency (EPA) banned the manufacture of PCBs in 1978, PCBs were commonly used in ballasts. The EPA requires companies and organizations to properly dispose of PCB waste under the Federal Toxic Substances Control Act (TSCA). PCBs can cause gastric disorders, skin lesions, and liver cancer.
Newer non-PCB, magnetic, or electronic ballasts do not contain PCB, but unfortunately, they can contain di (2-ethylehexyl) phthalate, also known as DEHP, and lead solder. DEHP and lead are hazardous substances and should be recycled. These substances are detrimental to human health and the environment, so land filling this material exposes generators to Superfund Liability. Fortunately, DEHP does have lower levels of toxicity than PCBs, but research has shown negative effect on organs in low exposure amounts.
